Only understanding them will allow you to use Laws. After all, Laws are natural rules, so only when you understand you can use them.

So only when you reach the True Meaning Realm, you can try learning about Laws or you can also try after you reaching Law Awakening Stage. But the effect will definitely be very low. This is the kindness of Heaven, allowing everyone to learn about Laws.

After all, not everyone is a genius. 'Blending with Laws' is completely different than 'Touch of Laws'. In this realm, you burrow the power of elements or Laws from Heaven and Earth and use it in your Martial Art.

Saint Energy has the power of Laws in it, so when a person can absorb it, he can also absorb the power of Laws. This is why only those who surpassed the True Martial Realm can use it. Of course, this has deeper meaning into it, only when one reaches Saint, you can experience it.
