According to Uncle Chu, Qiu Langsha was responsible for planting Spirit Millet for the Outer Sect Disciples of the Dragon Transformation Sect.

Upon hearing his name, Qiu Langsha looked up and saw the three descending from the sky. Realizing these were revered figures, he was struck by fear and quickly put on a forced smile and rushed over to greet them.

Those who could levitate, were, no doubt, respected individuals equivalent to Inner Sect Elders.
